ROBERT IVAN DAMPER, Foreign Member of AESS from 2002, was born in Tunbridge Wells, England, in 1948. He holds the degrees of BSc Electronics (First Class Honours) from the University of Salford (awarded 1971), MSc Biophysics from the University of London (1973), PhD Electrical Engineering from the University of London (1979) and the Diploma of Imperial College in Electrical Engineering (1979). He was appointed Lecturer in Electrical Engineering at Dundee College of Technology (now the University of Abertay) in 1976 and left in 1980 to take up the post of Lecturer in Electronics at the University of Southampton. He was promoted to Senior Lecturer in Electronics and Computer Science at Southampton in 1989, to Reader in Speech Science and Speech Technology in 1998, and to Professor of Speech Science and Speech Technology in 2003. He has spent periods as Guest Researcher in the Department of Speech Communication and Music Acoustics at KTH, Stockholm (1990/91), as Visiting Research Professor at the Center for Spoken Language Understanding, Oregon Graduate Institute, Portland (1996/97), as Visiting Professor at Hong Kong Polytechnic University (Summer 2002) and as Guest Researcher, Neuroimaging Research Laboratory, Institute for Biodiagnostics (Atlantic), Halifax, Nova Scotia, Canada (2004).

Professor Damper has wide research interests, principally in speech science (including forensic speech analysis) and the technologies of speech synthesis and speaker recognition, but also encompassing intelligent systems engineering, robotics, pattern recognition, computer vision, and biological cybernetics. He has published approximately 270 journal and conference articles during his career. Prof. Damper has supervised 22 doctoral candidates to successful completion. He authored the undergraduate text Introduction to Discrete-Time Signals and Systems in 1995 and edited the collection Data-Driven Methods in Speech Synthesis in 2001. He has taught a wide variety of topics at undergraduate and postgraduate level including electronic circuits, digital electronics, signal processing, speech processing, electricity and magnetism, discrete mathematics, logic programming, artificial intelligence and cognitive science. Prof. Damper is a member of the UK Engineering and Physical Sciences’ College of Peer Reviewers and has acted as Expert Evaluator for the European Union’s Sixth Framework Programme in the area of Cognition and Interfaces. He is a frequent reviewer of grant proposals for overseas research bodies. He is External Examiner for the degrees of BEng/MEng Engineering at the University of Ulster and BSc/MComp in Computer Science at the University of Sheffield. He has acted as External Examiner of research degrees at other universities in the United Kingdom, Australia and the former Yugoslavia on 33 occasions. Since 1998, Prof. Damper has been listed in Who’s Who in the World. Prof. Damper is a Chartered Engineer and a Fellow of the UK Institution of Electrical Engineers, a Chartered Physicist and a Fellow of the UK Institute of Physics, a Fellow of the UK Institute of Acoustics, a Senior Member of the IEEE, a Member of the Acoustical Society of America, a Member of the International Speech Communication Association, and a Member of the International Association of Forensic Phonetics and Acoustics. Prof. Damper is former chair of the IEEE UK and Republic of Ireland Signal Processing Chapter. He serves on the Research Coordination Committee of the Institute of Acoustics, and sits on the Institute of Physics Fellowship Panel. He is a member of the editorial board of the International Journal of Speech Technology and the International Journal of Information Technology. He has acted as Guest Editor for special issues of the International Journal of Systems Science on “Emergent properties of complex systems”, International Journal of Speech Technology on “Speech synthesis”, and Philosophical Transactions of the Royal Society of London on “Biologically-inspired robotics”.

Prof. Damper has been actively involved in the development of the Faculty of Electronic Engineering at the University of Niš, Serbia and Montenegro. He was a participant in the first ever Neural Networks conference in the former Yugoslavia, hosted by the Faculty in 1990. He has visited Niš on several occasions to give research seminars and to advise on development of research and the teaching curriculum. He was awarded the Plaque for “outstanding contributions to the development of the Faculty of Electronic Engineering, University of Niš” in November 1995, on the occasion of the Faculty's 35th Anniversary. With Professor Vanco Litovski of Niš, he cochaired the Small Systems Simulation Symposium held at the Faculty in 2000.

Prof. Damper’s recreational interests include cycling, walking, travel, photography, modern literature, military history and philosophy (philosophy of science, philosophy of mind, consciousness). He has been Chair of the South Hampshire District Association of the Cyclists’ Touring Club since 1993.

РОБЕРТ ИВАН ДАМПЕР, инострани члан АИНС од 2002. године, рођен је 23 октобра 1948 год. у Танбриџ Велс-у у Енглеској. Његове академске квалификације су: Дипломирани инжењер електронике (са највишом оценом); Магистар биофизике, Доктор електротехнике (диплома „ Imperial College”, Универзитета у Лондону). Професионалне квалификације: сарадник „UK Institution of Electrical Engineers”, сарадник „UK Institute of Physics”, сарадник „Institute of Acoustics”, Старији члан IEEE (председник UK Chapter-а за процесирање сигнала у периоду 1991--1999), члан „Acoustical Society of America”, оснивач и члан „International Speech Communication Association”. Тренутно је у звању „Reader” за предмете из групе електронике и рачунарства на Универзитету у Саутемптону. Раније је радио у звању „Lecturer” за предмете из групе електротехничког инжењерства на Универзитету Аbertau, Dundee. Има укупно приближно 25 година искуства у настави и истраживачком раду у електроници.У току 1990/91, био је ангажован као гостујући истраживач, на „Department of Speech Communication and Music Acoustics” at KTH, Stockholm, Шведска, а касније (1996/97) као гостујући професор и истраживач на „ Center for Spoken Language Understanding, Oregon Graduate Institute, Portland, САД. Најзад, у периоду септембар/октобар 2002. ангажован је као гостујући професор на „Hong Kong Polytechnic University”.

Има изразит научни интерес у области препознавања говора, синтезе говора, препознавања говорника, неуронских израчунавања, неуро-науке система, рачунарског моделовање за „вештачки перцептрон”, когницију, роботику и пројектовање интелигентних система. Објавио је преко 270 чланака од који 43 у међународним часописима са пуном рецензијом. Поред тога био је ко-уредник једне књиге ( Multimedia Technologies and Future Applications, Artech,1994), објавио је један ауторски уџбеник (Introduction to Discrete-Time Signals and Systems, Champan and Hall, 1995), и једну књигу као самостални уредник (Data-Driven Methods in Speech Synthesis , Кluwer, 2001). Руководи са „Image, Speech, and Intelligent Systems Research Group” у Саутемптону од 1999. ISIS је једна од највећих група (10 наставника и 40 истраживача) на „ Department of Electronics and Computer Science at Southampton” и једна је од најуспешнијих, а сам електротехнички факултет из Саутемптона припада групи од пет најбољих међу 76 факултета у Енглеској. Био је ментор при изради 18 докторских дисертација, две магистарске тезе, а сада надгледа четири докторанта.

Члан је одбора „Engineering and Physical Science Research Council(EPSRC)” за област Human Factors and Software Technologies”. Члан је уређивачког одбора часописа „ International Journal of Speech Technology” и International Journal of Information Technology ”. Гостујући је уредник за специјалне бројеве у редакцији часописа „ International Journal of Systems Science са темом: “Emergent properties of complex systems”, International Journal of Speech Technology са темом: “Speech synthesis”, and Philosophical Transactions of the Royal Society of London са темом: “Biologically-inspired robotics”.Његов допринос развоју факултета у Саутемптону огледа се у наставном и организационом раду.Предавао је низ предмета који се односе на електронику и рачунарство (од основа електронике и дигиталне електронике до логичког програмирања и вештачке интелигенције). Обављао је кључне административне радове у оквиру одсека као што су: председник академског већа, председник комисије за пријем студената, председник испитног савета, координатор комисије за развој кадрова на факултету и сл.

Добитник је низ награда међу којима издвајамо: „Commendation (са М. Д. Еванс) in the IEE Prize for Helping Disabled People” за допринос „ Alert System for the Deaf-Blind”; „Плакету Електронског факултета у Нишу” за „посебан допринос развоју Електронског факултета”, новембра 1995, поводом 35-те годишњице наставе електронике у Нишу; „ Certificate of Achievement from АТ&Т Global Information Systems” за патент „Genetic-Algorithm-Derived Weights for a Cepstral Distance Measure”, Јануар 1996. Његово име налази се у Маrquis-овом „Who's Who in the World” од 1998 а у „Whо's Who in Science and Engineering” од 2002.

Он је до сада посетио Југославију четири пута, при чему је учествовао и одржао прво предавање на „First INt.Neurocomputing Symposium”, 1990 у Нишу, а копредседавао на „Small Systems Simulation Symposium (SSSS2000)” који је организовало Југословенско друштво за симулацију.

Подржао је (одржао прво предавање) увођење наставе из тестирања електронских кола у Југославији. У периоду од 1990. до 2002. год. Универзитет у Саутемптону и Универзитет у Нишу реализовали су три заједничка истраживачка пројекта које је водио Др Дампер, а финансирао или Британски Савет или ЕПСРЦ. У оквиру тих пројеката добијене су три шестомесечне стипендије за младе истраживаче, а професори са Универзитета у Нишу посетили су Саутемптон више од двадесет пута.
